Ferrari to gain from new rules
The World Motorsport Council, part of Formula 1's governing body FIA, gave a definitive green light to new rules for 2006 on tires, engines and grand prix qualifying sessions .
The changes are all designed to make Formula 1 more exciting for television audiences, in line with the principle that higher viewing figures mean more money for the sport from advertising .
After being outlawed during 2005, tire changes will be allowed during races next year, bringing back spectacular pit stops in which technicians refuel cars and fit four new tires in a few seconds .
Ferrari suffered more than most last season from the ban on tire changes and many pundits believe it was a crucial factor in the team's worst performance in years .
After winning the driver's title for five straight years and the constructor's for six, this year it finished third in both championships .
The new procedures for the crucial qualifying session on Saturdays - when the pole position is decided - will involve three stages during which all cars will be on the track at the same time .
After 15 minutes the slowest five will be eliminated and they will be allocated the last positions on the starting grid. After another 15 minutes, another five will be 'knocked out' .
Finally, in a 20-minute session promising thrills and spills, the fastest ten will race each other for the right to start Sunday's grand prix first on the grid .
The procedure will also oblige teams to calculate carefully how much fuel to put in the cars because after qualification is over only a limited amount can be put in before the race itself .
This complication, together with the tire changes, will provide scope for Ferrari to exploit its mastery of tactical games at grand prix races, Italian sports dailies said .

Other analysts said the switch from a 10-cylinder engine to a V8 engine would also help Ferrari because the extra space inside the car would give technicians room for manoeuvre when adapting its aerodynamics .
With its aerodynamic innovations between 2000 and 2004, Ferrari showed it has unrivalled expertise in this field also .
The 2006 Formula 1 season starts on March 12 in Bahrain. The full 19-race calendar was approved and published on Wednesday by the World Motorsport Council .
